The Twenty-First Century Group, Inc. is a bipartisan consulting firm
specializing in Federal Government affairs.
The firm’s Chief Executive Officer is former Congressman Jack
Fields, who served in Congress from 1980-1997. Jack served as Chairman
of the Subcommittee on Telecommunications and Finance from 1995 to
1997, during which time his leadership led to passage of the landmark
Telecommunications Act of 1996, the first major reform of telecommunications
policy since 1934. Jack's efforts also led to passage of the National
Securities Markets Improvements Act of 1996.
In addition, he served for 14 years on the Committee on Merchant Marine
and Fisheries. Eventually serving as the Ranking Minority Member of
the Committee, Jack worked on a wide range of issues, including endangered
species legislation, oil spill liability reform, cruise ship safety
regulation, shipbuilding policy, national wildlife refuge legislation,
and other maritime issues.
